Sometimes while browsing on the Internet the computer freezes and the word
STATIC appears just above the menu bar. I've checked the error log and it
says this message 'Hanging application iexplore.exe, version 6.0.2900.2180,
hang module hungapp, version 0.0.0.0, hang address 0x00000000.' I use
broadband so i'm not sure if this is causing any problems. Any ideas?

What is the virus/malware status of the computer? If you think it is
clean, what did you do/use to determine this?

I tried all of this step by step. Removed two viruses and several spyware
problems however the STATIC problem is still occuring!

Once you are sure the computer is clean, try clean-boot troubleshooting:
Clean Boot - http://support.microsoft.com/default.aspx?kbid=310353
and How to Troubleshoot By Using the Msconfig Utility in Windows XP -

The idea is to determine what exactly is running in the background and
causing this problem. There isn't enough information for me to even
guess. It could be a bad driver, a problem with your Internet
connection (software if you use it or hardware), a service running that
is problematic, etc. How do you connect to the Internet (DSL or cable,
other type of broadband like Satellite, hardware used, ISP, router or
straight to the modem)? Do you use/need any specialized software from
your ISP to connect?

This problem only occurs when using Internet Explorer and not all the time.
There is no error message just the word STATIC above the menu bar causing IE
to stop functioning. I have to open the task manager and force it to close.
STATIC appears as a application and when I force it to close so does IE.
That's why I think the problem is with IE and not the connection. My
internet connection is ADSL using Netcomm Modem / Router. I use the USB
connection on this computer. When I connect my laptop I use an Ethernet
connection and don't experience the problem with that machine (but I don't
think it has anything to do with connections). No specialised software is
used to connect to ISP.

If it only appears inside Internet Explorer, it's likely a BHO (Browser
Helper Object) or perhaps an ActiveX component. Do you use any
kind of tool such as MS Antispyware ? If not, then your only basic
tool is to use the Add-ons manager inside of IE. Click Tools, Internet
Options, Programs (TAB). Click the "Manage Add-Ons" Button.
Toggle the Show window to display "Add-ons Currently Loaded in
Internet Explorer". Each entry will display it's name or Class ID,
Publisher (Company Name) Status and some other details. Removing
Spyware/Malware is a tedious process, it requires multiple tools and
as you've discovered can take a significant amount of time.

It appears that you've still got some type of unwanted content on
the PC. Without knowing what tools/steps you've already done
you might create a new User and log into that account and try to
use IE. If the "Problem" follows, then it's a system wide infestation.
If the new account works, then the problem is isolated to your
original profile.

I have....checked for viruses using AVG and run spybot, MS Antispyware and
Adaware. All done in safe mode and disconnected from Internet. Aso disabled
system restore while doing this. Then disabled Browser Help Objects
in IE. I mentioned all of this above! I will see how things go as a new
user account but think the problem is beyond that. I have never seen any
message like this before. It simply displays the word STATIC above the
'Start' on the menu bar. It is written in capitals with a blue background,
like the top of a window, but with no minimising / expanding / closing boxes.
It is more like a window then a dialog box and therefore could be some sort
of application tryng to run.
