Static Background image

I am just trying out a theme. I want to make the background image static; in
other words not
scroll with the text. I used to be able to do this before I applied the
theme but now the option is greyed out.

Can this still be done in a theme? Is it possible to edit the CSS file for
the theme and how? What is the command to do this?
