Editing a Theme

I am just trying out a theme which I don't mind too much although most of
them are naff. However I want to make the background image static; not
scroll with the text. I used to be able to do this before I applied the
theme but now the option is greyed out. Can I do it in the CSS file by
adding the fixed command to the html code for the background image? Is this
command different in a CSS file? Will this work? or is there going to be
problems with editing a Theme? I guess also that this will then be applied
to all the pages which is what I want?

What is the actual command and exactly where do I put it in the CSS file?

Text - More Text Styles to modify the CSS used by the theme
(look for the body tag w/ the bk image in it)
