I have just doe a clean install of Windows 2000 and where it says starting
up and you have the blue indicator bar, it only goes half way and stays
there for at least one min before continuing to boot into windows.

Is this a BIOS setting?
 
My guess is that there's a piece of hardware hanging things up. Boot into
safe mode and take a gander at the system event log for clues.

I looks like the CD Rom drive, I unplugged it and straight into windows with
any delays. would this be a bad unit?
 
Hard to say. I have a DVD ROM drive that causes a blue screen after a
totally fine install of XP Pro on a computer I have. The DVD ROM drive
works fine in other computers, and the computer works fine with other DVD
ROMs, so there was just something up about that specific combination of
parts I had in that computer.
