Startup properties lock out

I left my comp in to have an isdn fitted and they changed the start menu display to 98 configuration. when i went to change it back thru taskbar properties it prints "this operation is cancelled due to restrictions in effect on this computer.Contact comp admin." the problem is i'm in spain at the moment and i'm having a language barrier. does anyone outhere have any ideas
