Error message

Hello - I hope someone can please help me.

I cannot access my control panel and I cant access my Windows Security alert
icon on my taskbar - I get a msg :-

"RESTRICTIONS - This operation has been cancelled due to restrictions in
effect on this computer. Please contact your sytesm administrator"

This is my personal laptop - I am the only user, plus I dont think I made
any changes to my settings. I am at a loss to figure out what happened. I did
the following proior to this error message.

1) I changed the user nickname in the start properties - and I changed it
back to the original, still no luck.

2) My Laptop had some virus /torjans ??? - So I downloaded Windows defender
from Microsoft website, in order for this to work I had to download windows
service pack 2 and many automatic updates asscociated with these.

3) I also downloaded IE - 7. - But I seem to be having constant problems
using IE7 - and i thaught maybe - I will stop seeing the error message if I
uninstall IE7 and get back to using IE6...............however I am stuck, I
cant access control panel to uninstall IE7.

So, I am at a complete loss - and have no idea what to do....Any help is
appreciated

I'm not sure what you mean by you don't "think I made any changes to my
settings". You 1) had an infected machine that wasn't completely cleaned
up; 2) you then installed Service Pack 2 and subsequent Windows Updates
onto the infected machine; and 3) you then installed IE7.

If this is an accurate reading of what you've done, I'm really not sure
how you're going to get out of this without a clean install. You can
start by making sure your computer is clean - but back up your data
first, just in case.

After you've made sure the machine is virus/malware-free, do a Repair
Install. You will need to use an XP install CD that has SP2 slipstreamed
into it. Or borrow an XP install CD that includes SP2 that matches the
version installed on your machine (retail, OEM, XP Home, Pro, Media
Center, etc.).

Thx a lot for replying. You are right. I had a virus in my comp, some
kind of spyware, so to get rid of the virus I dowloaded -

1) Windows defender - but, i kept getting a message that in order for
windows defender to work i needed to install windows service pack 2

2) thats the only reason i downloaded windows service pack 2. And once
service pack 2 was installed, the windows defender scanned my comp, it
detected 3 viruses, and cleared them. Even now i get a message in wondows
defender that my comp is running normally and there are no unwanted or
harmful software detected. I assumed that this was enough to get rid of any
virus.

3) Only then did I install IE explorer 7

But like i mentioned i now get 3 error messages

2) internet explorer : IE has encountered a problem and needs to close. we
are sorry for the inconvenience

memory could not be "read".

click on OK to terminate the program
click on Cancel to debug the program

ISo do u think my computer stil has some viruses - it shows in windows
that there are none. Do i still need to follow your previous instrauctions.

How could I possibly know if your computer is virus/malware-free without
seeing it? Run the scans referenced at the link I gave you. That's your
first step. Only after you've determined whether the computer is
actually clean should you move onto other troubleshooting steps.

The CiceroUiWndFrame error is caused by the "Speech and Handwriting
Recognition" feature of MS Office. You can turn this feature off by
going to the Add/Remove Programs applet in Control Panel. Click on the
entry for MS Office and then on "Change". Browse to "Office Shared
Features," "Alternative User Input," and make Speech and Handwriting
Recognition (both) "Not available" from the drop-down box. I don't know
what this would have to do with IE.
