no control panel and error messages

have been having issues with errors, re formatted H/D, i have no control
panel, and when trying to access properties, errors read, operation cancelled
due to restrictions in effect, contact system admin?

Your question is vague, so it's difficult to figure out what you want.

If you formatted your hard drive and reinstalled Windows and now you
have "no control panel" then you must have done something wrong when you
were re-installing Windows.
