Local Group Policy- App not running

I've been tweeking a machine that will be in our lobby. This machine will
only run our web site. On the web site we have PDFs.

I've locked it down via local Group Policy, but have run into a snag. When
I go to click a PDF link on site, it says "The operation has been canceled
due to restrictions in effect on this computer. Please contact your Admin."

I've looked and looked but can't seem to find what policy I need to config
(or unconfig).

Have you tried resetting all those configured settings that you made back to
"Not configured" yet?
