Startup problems; notifications area seems to be "corrupted"

I can't figure out why some programs in Starup folder aren't starting, e.g.
Webshots won't start even though it's checked in msconfig/startup.

Also, notification area icons are wacky (which is where Webshots icon should
appear)....I've used the "notifications icon enable/disable" program that I
found at kellys-korner and it straightens things out but the next time I
reboot it's back to omitting icons such as volume, etc.

Go to start | run. Type in services.msc. Scroll to the Universal Plug
and Play Device Host and the SSDP Discovery services. Right click each,
choose properties. If started, stop the service. Then in the startup
type change it to disabled. Ok out. Reboot. See if that helps.
