startup nightmare

the problem:
windows won't complete startup... this happened after attempting to install
new antivirus... i think i need to uninstall antivirus, but i can't due to
the fact that windows start page begins to reload then computer shuts down
and restarts in a continuous cycle... can't even start in safe mode.... can
anyone help?
