In sytem configuration utility, I've disabled a few items that annoy me
because I don't need them to launch on start-up, I exit the utility with a
restart and fine I don't see this pests open up but eventually at a later
time (logon) they're enabled again.

In the first place, why is this happening? Is there a way to get them out of
the utility so I don't have to worry about even enabling or disabling these
nuisances.

Thank you.

Many times the applications themselves have a toggle to turn
themselves on at startup. Even though you disable them in MSCONFIG.
For each of those nuisance applications, find their settings that want
to load at startup.

You can access the msconfig startup entries through regedit through
start/run. In both of the following paths there are a few folders with Run
in the name. Look through these folders and delete the same keys you didn't
want starting up with windows.

*****WARNING THIS IS A REGISTRY EDIT, DO AT OWN RISK*******

The paths are HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\

and check

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion

I do not see any keys of the programs in question on those paths.
Thanks

The actual paths are HKCU\Software\Microsoft\Windows\CurrentVersion\Run
and the same but \RunOnce. Look for the same path but under HKLM.

However, these items may be starting as services or may be malware. It
is common for malware to respawn and put itself back into startup.
Unless you tell us exactly what the items are, that's the extent of
focused help you can get. So your next post - if there is one - needs
to provide more details.

Msconfig was designed to be a troubleshooting tool, not a "startup
configurer." Use MSConfig to determine the location of the command that
is attempting to start the program, and remove it. To cease the
selective startup notifications, either return your settings to the way
they were, or permanently remove the undesirable programs from your
startup configuration.

In most cases, with "well-mannered" applications, it's usually as
simple as opening the undesired program and deselecting the option to
"display icon in the system tray" or to "start when Windows starts."

Additionally, Look in the C:\Documents and Settings\All Users\Start
Menu\Programs\Start Up and C:\Documents and Settings\username\Start
Menu\Programs\Start Up folders, and in the system registry, primarily in
the HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run keys.

Some application reenable their items when you run them. Turn them off by
their option.

Try MsConfig Cleanup if you want to delete a item but remember this will be
of no use for items that are reenabled because the application will put that
again in MscONfig.

chikkalauncher (Instant messenger) error and Moffree Calculator are the
programs in queston.

If I may add, I uninstalled the Chikka V4 messenger, did a search and
deleted all its keys/values in the registry and finally deleted the program
folder in explorer, but I was surprise to see it spawn itself back.

I don't get any Google hits for "Moffree Calculator" but searching for
"chikkalauncher" brings up a lot of links to HijackThis/malware removal
threads. That doesn't mean that "chikkalauncher" is malware - I don't
know that - but it wouldn't hurt for you to do some scans, especially
if something is respawning. That's not the act of a legitimate program.

As for the Moffree Calculator, it may be that it is just badly coded and
shoves itself where it isn't wanted (Startup) every time you use it. In
that case, I'd find another calculator.
