Startup Issues - Power Surge

After I installed SP2 my machine started acting up -
startup problems. I always shut down windows and then
turn off my surge suppressor. When I want to turn the PC
back on I turn on the surge suppressor and press the on
button on the PC and everything works. Now that SP2 is
installed the startup is messed up. When you turn the
surge suppressor on the PC goes thru a quick surge and
then goes dead before you even press the power button on
the PC to turn it on. I tried different plugs and
different surge suppressors thinking that was the problem
but that didn't work. After I uninstalled SP2 the
machine startup went back to normal. What is in SP2 that
would cause such a thing and is there something or someway
to fix it so I can use SP2?

OK, you need to be explicit: computer boots on wall power, fails on
surge suppressor; or surge suppressor trips and prevents boot? How did
you get the computer booted for SP2 removal?

suppressor without pressing the power button on the PC -
Naturally it didn't surge when it was directly plugged
into the wall circuit because there wasn't any surge
suppressor involved. Before SP2 there was no surge when
the surge suppressor was turned on prior to pushing the PC
power button. Why did that happen and can it be stopped?

I use the surge suppressor to shut down the electric into
the PC when I am finished using it. Never had a problem
until SP2 was installed. What's in SP2 that would cause
this?

If the power switch and power supply are properly wired, there should be
no current connection to the computer when power is off. Is sounds like
a ground fault in the computer power circuitry, or a connected device
has a ground fault, or the hot wire and common are swapped in the wall
plug. In any event, I consider that tripping a surge suppressor
indicates a personal hazard somewhere in the system that needs immediate
and expert attention.
