"Startup in this folder" doesn't work

I'm using Outlook 2004, and I the following feature has stopped working:

Tools --> Options --> Other --> Advanced Options: Startup in this folder

It has always been set to "Outlook Today", and still is. However, Outlook
has started always opening in my POP3 inbox. I've tried changing this
setting to various other options, and none has any effect.

I will presume you mean 2003 as there is no Outlook 2004.

If you are starting Outlook from the shortcut on the start menu, edit it to
open in your preferred folder. This shortcut does not respect the choice
you make under Outlook.

Outlook 2004 is the Mac version.
