I just formatted a new drive and did a new install. The problem I am having
is when I restart my system my login screen comes up, after I click ok I see
my user trys to login and then it flickers and logs me off saying it is
saving my settings. the only way I can get to my desktop is to reinstall my
os doing a repair, but as soon as I shut down I have the same problem all
over again. Now I did import my emails from my old hd and have files I
recovered from my crashed drive on the desktop in a folder. Can anyone help
out here doing the restore is gettting old and I need to get back to business
not worry about this problem anymore.

Try expanding a new copy of userinit.exe, and winlogon.exe to the system files, from the setup CD

e.g.
run from a boot to CD and Recovery Console (press 'r' for Repair), the command: (cd drive letter here):/i386/expand.exe (cd drive
letter here):/i386/winlogon.ex_ %windir%/system32/winlogon.exe

Let start off with a Thank You for your help. I tried to do as you said but
had no success, after booting up with cd then hitting r for repair it goes to
C:\> I then typed the E: and it goes to E:\> I then typed what you sent and
kept getting bad commands, so I was unable to do what you said, also I was
not sure you typed in winlogon.ex_%...... was that suppose to be
winlogon.exe_%...... I tried both ways but it still did not work. Would it
work if I copied the file from the CD and then pasted it into the system32
folder?

Had the same problem last week. There are two things you can try.

First at the recovery console prompt, run a chkdsk. Let it finish.

Second was to follow the steps on this knowledge base article:
