startup folder headache

so heres the problem:

the "... [current user]\start menu\programs\startup" folder is missing...
and creating a folder called startup doesn't work (shortcuts placed in a
created startup folder do not run when windows start)

programs placed in the "... all users\start menu\programs\startup" folder
start TWICE when windows starts.

looking in msconfig, any shortcut placed in the all users startup folder
shows up twice. it shows up once as "startup" and once as "common startup"

it seems to me that some kind of attribute of the user's startup folder got
incorporated into the all users' startup folder.

does this make sense? hard to explain...


so anyway i can either have a program startup twice when windows starts up,
or not at all. i could (and do) use regedit instead to make startup items but
that's kindof a pain. i've never seen a problem like this before. how can i
correct this?

Check the settings in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders. Under HKCU the "Startup" entry should refer to the
STARTUP folder under [current user].
