On your taskbar, right click on an empty spot. Choose properties, start
menu, customize, then advanced tab, in the start menu items you will see a
link at the very bottom of the list for system administrave tools. Choose
either the first or second option to display on the start menu. By default
it does not display. Hope this helps.

If the entire Administrative Tools folder is missing (not it's shortcuts), see:

JSI Tip 4498. How do I place the Windows XP Administrative Tools on the Start menu?:

in All Users\Startup folder, Administrative tools folder
with shortcuts exists. However it is not visible from
Start\All Programs

It is accessible from Start\Control Panel\Administrative
Tools

helpful.
