startsup like 1st time everytime

an 'cannot load locally stored profile' message comes up
at startup and the 'welcome to windows' comes up everytime
even though I have unchecked the 'show at startup' box
 
You profile is probably corrupt and or permissions have changed on Documents
and Settings folder. Check Event Viewer for errors.
