Starting Welcome screen

The wecome screen does not display when I boot up. I have tried making the
change in userd set up with no luck. I think it stopped after I installed
SP2 ( but not 100% sure).
 
Click Start > Control Panel > User Accounts > "Change The Way Users Log On",
check to see if the Welcome Screen is enabled and apply options.

off. Is there a check mark in the box beside "Use the Welcome screen "..
