Starting 'Remote Access Connection Manager' Service

When tring to manually start 'Remote Access Connection
Manager' a 'Error 5: Access Is Denied' message is
returned.

The path to the executable is C:\WINDOWS\System32
\svchost.exe -k netsvcs

What's happening??
