My xp takes up to 15 minutes to start from turn off.

How about some info what does your system consist of, CPU, memory, video,
what do you have under the hood. How many programs are on autoload..?

All I can advise you is that my computer takes about 30 seconds to
boot with XP. Please be more specific. What kind of computer do you
have? If it is old, having a slow processor - what is it's speed in
MHz or GHz? What computer memory do you have in MBs? How big is the
hard drive and how old is it - if you reboot without shutting off the
computer - a "restart", does it load faster than if you are starting
up cold?
