start -up windows vista

My windows vista does not start up at all. all I get is a black screen with a
pop-up what says "Intell" I tried the recovery cd in there and
troubleshouting but no respons.
I have a Windows Vista Premium.
any help is very welcom....

Can you boot into Safe Mode and do a System Restore? When you booted from
the Windows DVD what did you do?
