start up sounds wont play

Hi Everyone,
This one is wierd, I upgraded to XP Pro and all sounds work when I play them
ie music and games and start up close down sound files, my prob is that the
start up and close down sound files just do not play when the pc starts up
or shuts down, the sounds play fine in the sounds and Audio devices
properties. my sound device is Soundblaster live 5.1 player, and is working
fine.
Can anyone Help as this is really nagging me.

System Sounds are missing:
Go to Start/Run/Regedit and navigate to this key: HKEY_USERS. If it doesn't
have a Data entry in the right pane that reads: (value not set), double
click (Default) and delete it.
If it does, check your HKEY_USERS\S-1-5-21 keys for the same.
