Sound Problem

I have a sound problem where the start up and shutdown sounds don't play.
Music CDs play and emails with sounds play fine. Under Sounds and Audio
Devices when I attempt to play a sound the Play Sound button is greyed out. I
have checked that the sound files are in th e correct location, checked that
the correct audio device is selected under default device in the Audio tab,
checked that the sound drivers are correctly loaded in the Device Manager and
that there are no conflicts. The sound card works correctly its just that I
can't play Windows sounds. I've uninstalled and reinstalled the sound card. I
have even install Windows XP Plus pack and tried those sounds in case the
original sound files were corrupted but the same problem occurs, the Play
Sound button is greyed out. I am running Windows XP with an ESS sound card.
Any help or suggestions would be greatly appreciated.
