Start up & shut down

When I start my computer (windows xp), my roadrunner
(internet connnection_never starts up...But, when I
restart the computer, a window open that says..."shut
down "ccApp" I close that and when it restarts, the
internet is connected.

ANy thoughts...Please send back to my email address
