start up problems

hi,
i'm new to the forum i have a windows xp computer that power was unpluged after that when powered up the windows screen would come up then go blank. Then when i tried to go to safe mode it would still be blank and say safe mode in the corners as normal then we unpluged the memory and processor and renstalled now all that happens is blank screen and the processor fan is on high. Any help with this problem would be greatful
