Use the XP CD; it's bootable and convenient. If you are using it for
repair purposes, you need to have the password for an administrator-level
account. For XP Home, the administrator password is, by default, blank.
For diskettes, the issue is that if your hard disk is formatted NFTS, which
is becoming more and more common, a Win9x boot diskette won't be much help
at all. It won't be able to access the NTFS file structure.
You can get the six-diskette set but booting from the CD is much easier.
If you must use a boot disk, use a win9x boot disk with CD drivers, so that
you can access the CD. Once booted, to run XP Setup you change drives to
the CD, change directories to the \i386 directory, and run 'winnt.exe'.
Note that this is *not* named setup.exe, but it IS the XP installer.
