Is there such a program that will start & shutdown windows at a given time.
It's so I can run my webcam surveillance at night and shut down the computer
during daylight hours

As far as starting, I believe that is only possible if your computer's BIOS
supports it. Mine for instance will switch on at a certain time (optionally
day of week), if the modem rings etc. If you don't know how to check this
you'll have to consult your computer's documentation.

Shutting down is no problem, part of Sysinternals' PsTools suite is PsShutdown:
