Start Screen

When I start up I get a screen with a blue left side banner with buttons
marked Folder Tasks, Other Places and Desktop. How do I stop this screen from
loading?

Which folder is that? (My Documents or System32?) Or, is the Desktop showing
Common Tasks pane?
