Start programm during first boot

How can start anprogramm (changeIP) during the first boot. I think I have to
create a new componentwith the programm, but how can I set the FBA parameters.

In component resources:
Add "FBA Generic Command"
Set file to execute, and change phase to some appropriate number. Preferably as last phase before first reboot. (Some components
might reboot computer so you will need to set yourself before them).
