It's hard to suggest why, without knowing anything about the system or what
is being loaded at startup. those are helpful details.
You can view a pretty complete listing of what is loaded via msconfig. use
Start, Run, msconfig to see this. Turning things off selectively can help
you determine what is adding the delays.
One thing that comes to mind is that firewalls, often called "internet
security" programs, can add significant delays to system startup.
