There is probably something in the shell folders messed up in your registry.
Try this.
You may also this REG fix to reset the User Shell Folders values to Windows
XP defaults, for the current user profile.
Click on this link to download shellfolders.reg.
http://windowsxp.mvps.org/reg/shellfolders.reg
When the window pops up, click on Save.
Save shellfolders.reg to your Desktop or some where that you can find it
again.
Then double click on shellfolders.reg and click YES to prompt that pops up.
You may have to reboot, I do not know for sure. If your Start Menu isn't
right, then reboot.
