Start Menu Reverts on Reboot

I was having multiple problems and ultimately gave up on fixing them
and reinstalled Windows XP. (It's currently at SP1). For the most part
all is working well except that every time I reboot the Start Menu
reverts to the program list present upon reinstallation. None of the
pinned programs remain on top. The recently used programs are no longer
maintained on the bottom and instead I get the same set of programs
each time I reboot. Any ideas as to how to get the Start Menu to retain
these changes?

Frequently Used programs list is reset everytime:
