Start Menu Freezes

Hey, recently when I boot up my computer 2 seconds later the start menu
bar freezes. Im unable to click anything on the start menu bar.
Everything else opens and runs okay. I have tried TaskBar Plus!, Disk
Cleanup, Spyware/Virus scan and when I go under Safe Mode everything
works fine.

Since u told that it works fine in safe mode, its got to be some issue with
the start up items or the third party services.

Try deleting all the start up items :

First make sure that all the start up items are enabled.
To do so, type "msconfig" in run and hit start up tab.

The locations to delete them from registry :

HKLM\Software\Microsoft\Windows\Current Version\Run
HKCU\Software\Microsoft\Windows\Current Version\Run

Try checkin the third party services :
To do so, type "msconfig" in run and hit services tab.
Check the box "Hide all microsoft services" and try disabling them to give a
last try..

Gud luck.
