start menu drop down menu help

I am part of an IT that has a question

When you click on the start menu you get the quick start
programs and default internet explorer and some email
program there.
This is our problem we have made a folder for our users
in the all programs area that when you have your mouse
over the folder a drop down menu comes up. So we dragged
and dropped the folder we use to the same area as the
internet explorer and outlook icon on the start menu. But
when a user places there mouse over the folder nothing
happens. They have to double click the folder and it
opens an explorer window with the programs we have in the
folder in the all programs area.

Here is my question is it possible in windows xp to turn
those folders in the start area to have a drop down list
the user can use?
 
AFAIK you cannot do that. How about using the Quick Launch bar instead? If you make a folder there that only contains shortcuts, you will get a popup menu of the contents. In other words, instead of dragging a shortcut of the folder you want, create a folder and drag shortcuts into it.

is it possible to place a folder over near the my
documents and my computer etc..

Yes, you just right click on the task bar, select Toolbars, then New Toolbar. Browse to the location of the folder and select it. Use a folder with a short name if possible to keep from using up much space on the task bar. You can pull the slider all the way to the right so I take up very little space on the task bar -- a little set of doubled right arrows are shown which you can click on to get a popup list of the folder contents.
