Start Menu does not respond

I have a windows 2000 Server install with all the latest service packs and
updates. When I log on the system locally the Start Menu icons do not
respond at all. I am able to see the menu but when I click on an icon nothing
happens. If I log on via Remote Desktop Connection the start menu works as
expected.

Check Event Viewer for errors. What happens if you logon as a new user?
(create a new account in 'User and Passwords'). Try a Safe Mode boot. Also
try a clean boot.

Clean boot = no non-microsoft services at startup, no third party apps at
startup.

I also noticed that the shortcut and menu bars are not appearing in the
windows explorer. I logged on as another user and had the same problem.
When I log on in safe mode the menu worked. After the reboot out of safe
mode I logged in and the menu is now working. Very strange.
