Start bar and desktop probs!

I would post my comp speccs but i cant...

I know this,

Windows XP
512 Mb Ram
A good graphics card (sorry cant see what because i am limited on what i can
do at the moment)

Well, i got back home today turned on my computer and was greeted by an
error message, i could not see any desktop icons or the start bar, i Ctrl +
alt + del and try and sort it out, i could not run most .exe files, Msn,
games, ect ect, anyhow i log off, go onto my brothers account and have the
same problem there, so i restart comp, safe mode, go back on and my brother
trys to sort it out, he deletes the file/program with the error (Windows
expolorer O_O) and then he tells me he deleted it, so i restart computer
normal mode, log on, still no desktop icons/start bar but i could open MSN,
games, ect basically everything (before i could not even open internet
explorer) but i still have the problem and the file "windows explorer" is in
recycle bin which i have no idea of getting into without the desktop icons (i
tryed to start new task and open something on desktop everything was there
apart from recycle bin,

BUT, about a week ago i had some very nasty spyware get onto my computer
which was fiddleing with registery, IE, and even my desktop background ect
ect, i got rid of it all i am 100% of that

this happened RANDOMLY i did nothing to cause this at all, yesterday it was
fine, here is what i get when i log on to my account (it happens after i log
onto an account)

You should start taking more care of your PC.

There are lots of free stuff for you to do that : online virus scan
at both Symantec (Norton) and McAfee. Then search for a place to
download SPYBOT 1.4 and run it on your PC to get rid of adware and
spyware. Then, once your PC is finally clean, search for a freebie
called A REALLY SMALL APP which enables you to monitor when a remote
computer is trying to connect to your PC.

Finally, be more careful about the websites you visit.
