Start a program by all Users

Under Windows XP Pro program ABC installed by one user
needs to be started by any user. It only appears in the
Start -> Programs list for the original user. How do I
make it accessible to all users?
 
In the "documents and settings" folder on the C: drive,
there will be a folder for each user as well as a folder
for all users. Move the icon from that user's profile to
the all users profile.
