Standy Mode When Logging Off

I am using a Dell Inspiron 8200 laptop with Windows XP OS.
If I put it into Standy mode when logging off, I cannot start it again by
moving the mouse or hitting a key or space bar. I have to reboot the
computer.
Does anyone know how to come out of standby mode?

Check the Error logs under Control Panel > Administrative Tools >
Event viewer for more informations. Also see "Unable to Use Power
Management Features" (http://support.microsoft.com/?kbid=302414).
