STANDBY/TURN OFF HD WON'T ACTIVATE

Power Management is set to turn off monitor in 15 minutes,
turn off HD in 25 minutes, and go to standby in 30
minutes. However, only the monitor turns off. How do I
get the program to turn off the HD and go into standby? I
suspect some other program may be running in the
background, but how can I detect which one?

Another tool which may help is bootvis (from MS) which graphically shows
what gets loaded during boot, standby or hibernate. This site may also
help along with TM's suggestion:

I would advise disabling h/d power down. Your disc(s) will turn off 5
mins before Standby mode & may well wake up just again just to go into
Standby & cause delays at other times.
