Standby Mode Won't Activate

Power management powers down my monitor after 15 minutes
as desired, but won't go into standby mode at all.
Standby is set for 30 minutes, and hard drive shutdown is
configured as never. On occasion, the system might go
into standby, but usually won't. What type of program
running in the background might be causing this, or is it
some other problem? Is there some registry tweak to force
the system into standby? Kellys Korner didn't seem to
have one.

See "Unable to Use Power Management Features"
If this does not help, check your startup settings to find out what is
causing this. Applications that start with Windows can be found here:
- the WIN.INI, section [windows], entries "run=" and "load="
- the Registry keys
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices
- the folders
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU\PROGRAMS\STARTUP
C:\DOCUMENTS AND SETTINGS\{username}\START MENU\PROGRAMS\STARTUP
