Standby and Hibernate

I set my 'standby' to, say, 10 minutes, then 'hibernate' to, say 15 minutes.
Apparently my computer follows this every once in a while when it feels like
it and the rest of the time does nothing but keeps running? Is there
something running somewhere keeping the system for "shutting down", is there
some special way you're suppose to set these settings that I'm oblivious to,
or is my system screwed. I'm 95% sure it's not s "virus" thing. Argh...it's
annoying! Help!

Yes there could be, or it could be a driver issue or BIOS issue.

Is this a new problem? If so what changed between the time when things
worked and now? What is the hardware and configuration? What mouse?
