standard edit tools

We are an office of 35, using Micro-office outlook 2003 some users can simply
right click in the edit signature area and insert an image, other do not get
this option on a right click. They must go into advance edit. Why?
 
Is everyone using the same email editor? Outlook 2003 offers the choice of
Word or Outlook's native editor.
