"Stanby" button does not show in "Turn Off Computer" (it
is greyed out and can't be chosen). In Control
Panel/Power Options the Hibernate tab is not available.
When I try to turn off the notebook it restarts, it does
not turn off.

I had this problem with my previous notebook as well and
had to solve it by buying a new copy of XP Home! There
must be another solution. I am suing an HP xt3000 which I
bought two days ago and it was working until yesterday.

Standby functionality is enabled only if all of the drivers installed on the
system support this functionality. You may want to try updating all of the
drivers on your system to see if you can flush out the one that is blocking
this feature for you. If you are really determined to get this up, you can
selectively disable devices until you get the functionality back, to
determine which device is causing the problem.
