SSL corrupting download of zip files?

For the last few weeks I have been having a rather perplexing problem which
I have been unable to run down.

I have been downloading zip files from a U.S. Military secure site (ie; Army
Knowedlge Online Portal-AKO) and these files are being corrupted across the
board. Previously I have had no problems downloading these same files or
opening them, and indeed I created many of them.

Example:

I zipped up a MS Word file into a zip package using WinZip 9.0. I uploaded
it to the secure site. CRC byte count was 3486 bytes.

I then immediately downloaded the same file and attempted to unzip it with
both Winzip 9 and WinXP file uncompressor and get an "invalid archive" error
message from both. CRC byte count for the file was 3484 bytes (a two byte
difference). This occurs on all systems at my company when attempting to
unzip the file and some other military users also report this problem and
have a similar OS environment.

This appears to only happen with secure site downloads as I have no problems
with downloading or unzipping files from non-secure internet sites. I also
have no problems opening files zip files which reside on any of my Software
Development Company production systems.

My OS environment:

WinXP Pro with all latest OS patches.
Internet Explorer 6.X with all latest patches.
WinZip 9
Norton AV 2004 with all latest updates and patches.

I have so far one other report from a military user not related to my
company who downloaded these same files and reporting the same problem (and
having the same environment although he is using WinZip 8).

Gut feeling is that something is corrupting the file download process that
involves SSL but that's just a hunch.

Hi,

Can you access other SSL-enabled web sites?
Recently, we can no longer any SSL-enabled sites
with IE 6. As a result, we no longer can run
Windows update since it will need to access to
its https:// site. Just curious if you have the
same problem on your side.

I can access and download from all SSL sites. The problem is with compressed
zip files being corrupted during the download process (or it appears that
way).....

BTW if you are using WinXP why do you need to go to a SSL based site for an
update? I don't. Try this:

http://v4.windowsupdate.microsoft.com/en/default.asp
