spyware/trojans not detected by windows defender...

I have an executable that was part of an install that puts a bogus
comctrl32.dll on any system it is run in, and sets itself up as a proxy on
localhost spawning pop-up windows and downloading software to the local
machine, anyone know how to submit this malicious exe to MS ??
