Split Bar in Navigation Pane not moving.

The split bar on the navigation pane in Outlook 2003, which allows you to
bring the buttons below it to a more prominent position is supposed to be
able to move up and down just by dragging it. The bar in my pane only moves
one slot up and down. What needs to be done so that I can move it up further
than one space?

How many icons are on the buttons? Did you try opening outlook with the
/resetnavpane switch? (It will wipe out all navigation bar customizations.)
