Splash Screens

Help! my shut down splash screen is no longer showing, "It is now safe to
turn off your computer" no longer appears and my PC no longer switches off at
shut down.
I am running Windows XP Home SP2 and have had no real problems until a
recent CPU replacement by a pro (so called) in a PC Shop in my local Town.

Your Power management (Computer Driver) is probably not correct.
Windows can use either APM (Standard PC) or ACPI (Advanced
Configuration and Power Interface) HALs.
You didn't mention if the CPU replacement was an exact replacement
of an upgrade to a newer step model.
You can check which Hardware Abstraction Layer (Driver) is in use
by opening Device Manager, expand the Computer category and check
which driver is in use.
It may be as simple as opening Power Options applet in Control Panel
and see if an APM (Tab) appears. If so, then click that Tab and check
the "Enable APM support".
