Neither Windows XP, nor any other version of Windows, has ever come with a
Spell Checking facility. Outlook Express uses the spell checker that comes
with Microsoft Word, (or another Microsoft Office program) if you have it
installed.

If you don't have Word or Office installed, you probably don't have a spell
checker. However there are several downloadable freeware/shareware
alternative spell checkers that work with Outlook Express and Outlook. Since
I have no personal experience with any of these, I'll let someone else
recommend one.

On the other hand, if a Microsoft Office component *is* installed, try the
instructions at http://michaelstevenstech.com/spellcheck.htm

It's hard to believe , but Outlook Express does *not* come with a spell
checker.
It needs to use the spell checker from Microsoft Office (Word)
or some other software with spell check capabilites

Outlook Express doesn't have spell check. If you were getting spell
check on an earlier computer, some other application was providing spell
check services to Outlook Express. Were you running Microsoft Office on
the earlier computer?

Note that, like Microsoft Word, spell check is not included with the
operating system. Some retailers or computer manufacturers add those
capabilities as their own incentives to increase sales, but many
computers are sold without these extras.

The Thunderbird mail & news client doesn't need an external source for
spell check services. http://www.mozilla.com/en-US/products/

Outlook Express has never had spell-checking capabilities of its
own. Instead, it relies upon the presence of other Microsoft
applications, such as the Office Suite, Word, or the Works _Suite_
(which includes Word, not the regular Works). There are also some
3rd-party shareware/freeware solutions available at any of the many
shareware sites on the Internet Spell Magic seems well thought-of,
though I haven't tried it myself:

OE does not come with a spelling checker. It uses the spelling checker from
any Office program that has one. Do you have such a program?

If not you could try one of these:

Free spellchecker.
which I use on my laptop, which has Works.

And here's a freeware that checks your spelling as you type:
TinySpell
