speech cannot detect audio device

I open Control panel,Speech,click Text-to-Speech.A dialog pop up "The
selected voice could not be initialized. Your may not be able to play this
voice. Please try selecting a different voice or a different audio output
device." But the sound/audio system is working fine. Any help?

Did you check in on the Audio Output "section?"
 
Yes. It says "there are no audio output devices currently installed on you
machine". My audio device is working fine.
