Specify starting number 4 heading numbering

I have 20 or so Word 2002 files that use headubg numbering
defined as part of the built in heading styles. I set up
the numbering scheme using Shauna Kelly's informative
article

I am not sure, however, how to specify the starting number
for each heading within each file. For example, the third
file may need to start at section 3.2.

I've been asked not to use a master & sub document setup
due to problems that have been reported with this
capability.

The best approach is to keep the entire document in a single file.

Having a document span multiple Word files will be a lot easier to
manage if you split it at the top-level heading. In other words, keep
each Heading 1 paragraph together with its subordinate text in a
single file. Then, for each file, you can set the appropriate Start at
number for the top-level numbering in the Customize Outline Numbered
List dialog box. If you want to split the document at arbitrary
positions, you must modify the Start at value for each affected
numbering level/heading style.
